A correct score double would be very high odds and YES on those two matches a $90 stake would pay out more or less that amount. In fact I don't think he got the best prices for it to be so low, but it's a great win.
For the people who have no idea how betting works and are still questioning the OP, SA to beat France 2-1 should have been upwards of 20 to 1 odds with 1-0 Uruguay in a game widely (wrongly) rumoured to be fixed as a draw could easily have been 10-1+
