What he said - And it also depends on your definition of what a 'webmaster' is...
ie You build your own sites (or pay to have them built) but just work with other peoples content to try and make sales as an affiliate...
Or, you build your own sites (or pay to have them built), and create (or buy) your own content, have your own billing, and make money ff your own stuff, just for yourself.
