Pre-registration doesn't mean people actually paid money. It only means that IF .xxx happens that people with other TLDs are interested in the .xxx equivalent. No actual financial commitment is required. Its primarily just to try to say there is support when there isn't. A few other dirty tricks that ICM Registry may pull.

Did they pick that date because it falls before some of the more recent big domain purchases like porn.com? If so it may have been done to sell porn.xxx, sex.xxx and other high profile domains to the highest bidder.
