Democrats are in charge and most unemployed can't find a job.
Do you really think the GOP will stall this forever? doubt it. The democrats are using these extensions to cover up that there are no jobs. Remember that all this shit storm happened after 2006 with the democrats took control of the house and senate. And the unemployment rate has climbed since Obamanation took office and stayed there, while he claimed victory for job gains, when everyone knows they are all government jobs.
And it doesn't matter why, the only things voters are going to see is the results and they're not looking good.

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
