I agree with sper, it is culture based. My area has a lot of gun ownership, not a lot of gun crime. Every now and then there is a gun crime, it's usually a self-defense measure or it is committed by an "import." And by "import", I mean someone that is not a local and did not grow up in the area. Being within a few hours from Chicago, we actually get a lot of this and it is a pretty big problem.
lol - i actually didn't know this. but it also says:

Since the Czech Republic is relatively a safe country, most people agree that they do not feel the need to permanently carry a gun for protection. Considering the number of the E category licenses there are about 200 000 people who could potentially carry a firearm however it is not clear how many of them regularly do so.[2]
i have never met anyone who had a gun here but what i regularly see is girls in short skirts running around drunk at 5 am and no one seems to bother or is afraid.

you probably find a statistics for everything if you want to, i just know that i have never been in a safer place than here.

so yes, i agree, it is a cultural problem.
