How does one country (ours) reach out it's morality hand and impose our societies norms on another? Even if it's two citizens of our country. Or does the fact that they are both citizens of the U.S. mean that they are bound by the laws of the U.S. even when they are on another countries soil?

Even the question looks confusing. lol
I can understand them being able to do something if you intentionally took someone younger to another place specifically for sex but I don't think anything could be done if it was someone you didn't even know existed until you met them there. Has America got sex-tourism laws though because here in the UK they can prosecute you if for example you go to Thailand specially to find underage sex.
