Well, they have to APPLY for WIC, or Health care, Food Stamps, housing, day care, and whatever else the state offers. If you do not
apply for even health care for the kids, you do not get it by automatic default. I would think you would at least want them covered just in case.
They simply have not applied for anything. Nor want to accept anything as a 'hand out'.
