If you read carefully my first post, I have asked CCBill to check my settings and make sure that my affiliates get credited for their rebills.
Answer was : Yes.

I have checked and all my affiliates earn money from their rebills.
He didn't earn anything because he made no sales at all.
Zero sales. = zero rebills.
That is about it.
