Actually, two things from a casual bystander.
1. CCBill didn't answer your question RE: Rebills directly.

No where there did they mention rebills. Could be worth following up on.
2. What daizzzy actually posted, and you missed, was this part:

Regardless if he made 0 sales or 100 sales, that should say unlimited rebills, unless something has changed.
He's not complaining that he never made a rebill, he's pointing out that in the CCBill admin, it says that you DON'T give rebills (unless CCB has changed the format of how they display that now..)
You might want to investigate that...
