Yes. If you refuse to speak you'll likely be arrested. But you still don't have to speak. Pull out your ID and hand it to them. There's a reason they tell you "you have the right to remain silent". Because it goes with the other part: "Anything you say can and
will be used against you." It's always a choice of course, but my personal choice is to simply not speak to them. I'll save my talking for the lawyer and the judge. (where I won't be killed)
