apparently... as long as a "user" does it and not the site owner.
So i can go start a tube site and you can be my "user" who uploads his content to it. Then you go start a tube site and I will be a user and upload his content to it. Then we legal and he is cool with everything, as long as we take it down when he catches us stealing.
