XRumer & Hrefer are both very legitimate SEO software suites.
Hrefer can be used to scrape for HIGH quality semantically relevant blogs, GBs and Fourms that back-links and messages may be placed. (remember your keywords! Anchor text is VERY important!)

Usually manually contributing to a forum / blog is best and you can justifiably receive quality back-links or can dial it up and go for huge backlink Blasts.
it can be used as WhiteHat as you want it or you can put on your Black Fedora go fully auto and blast to every forum in existence if you so choose. Both approaches have their merits and both work well... it really depends on your type of site, domain age, number of previous backlinks etc..
