Universities in America basically exist on the back of international students who get charged about 5 times the normal credit hour rate. That's how most of the programs get financed, but now there are less and less international students, Canada and the UK have experienced a surge so the US is definitely not as attractive for immigration as it used to be.

Yes. Solving illegal immigration is something that will just naturally work itself out, just like the oil in the Gulf of Mexico. All we have to do is keep doing what we're doing, continue to go broke and worship at the alter of Walmart, and the US will no longer be an attractive place to live. Problem solved. No legislation required.
It's already working.
