How fast internet do you need?
Thailand is a decent option, I do not have any experiences with Philippines or Vietnam but from what I have heard Vietnam is probably not the best idea.
Pattaya is all about whoring and drinking. you can have a good time for $4K a month but if whoring is not your number one priority I would go to Cha Am/Hua Hin or down south if you need a beach if you do not need a beach Chiang Mai is an option. Just be aware that in any major tourist spot in Thailand you are going to pay 5 x times what the locals do for everything.
