manila or bangkok if cost is an issue. singapore if it is not. true manila is dangerous, but so too can alot of places. crime can happen anywhere. you just need to avoid the riffraff. i was in singapore one time, and i lost a cellphone and a bicycle in 3 days. low crime does not mean no crime. get some good guides.
