I don't have the average or expected number of chargebacks per 100 sales, but let's for the sake of the argument assume it's 2%. The important thing is not the number in itself, rather than it's fairly small.
If a new affiliate comes in, he starts to make a few sales and BAM, here comes the first chargeback. Quite quickly after him joining. Does not look good. And as a free business man, I choose freely who I want to do business with and thus terminate such an account. Both to cut my own losses directly but aslo as a simple security measure, anyone with such high rate of chargeback percentage will not be good business. There's a reason why some big programs have PPS on request only.
