Seriously, his English may not be as good as yours but based on this thread, everyone seems to have understood what he's asking so what's the deal? I've yet to see a sponsors TOS asking that only fluent English speakers sign-up to be affiliates.

Historically, PPS has always been free of having chargebacks passed on to the affiliate so his question is a fair one if you ask me.
