Fluoride is found in most water sources naturally, for sure those coming off mountains and in under ground rivers/lakes, ie: most drinking water. You could drink water from a stream that has higher fluoride in it that water from the tap. Most people with soft water from wells have higher counts of fluoride than those with city tap water.
Water treatment plants often remove fluoride... they regulate it, they don't have to add it in unless they have to take something else out first, which is rather common - however they put back less fluoride than what was taken out.
