No, it's not an umlaut.
It's one of three extra characters found in the Germanic language, mostly use up in the Scandinavian, Denmark, Norway and Sweden. The three letters are å Å, ä Ä and ö Ö, then the Germans have a special symbol for double S and so on. It's still the alphabet, just a little different and with more letters.
