When you walk him you should have a spot for him to do his thing close-by, no? Take him there every time you walk him, and that's where you let him sniff around until he does his bidness. He'll notice eventually that he's not being scolded for doing it there (or on the patch thing on your balcony), but he DOES get scolded for doing it on the floor inside.

Like I said, over time and with consistancy on your part he will catch on to where the safe places are for him to "go".

Obviously it's a huge minus you living in an apartment so high up, but it's a huge PLUS that you work from home and are there a lot of the time.
