Just about the only way I can think of to get past that hurdle when launching just about anything is to have a lot of money to throw at it to get it started OR have an existing source of traffic you can tap into. Kind of like starting a fire with a blow torch, turn off the blow torch and it has a little flame, then it grows on its own from there.

He had no money, I'm sure of this. Early on if it wasn't for Adobe stratus he would have never been able to afford the bandwidth and launch it as he had hardly any money for hosting. When the site really took off and stratus was hiccuping, he borrowed money from family to get some dedi servers and use red5 as a secondary.
All he had to do was post his url in a few key forums, chat rooms, etc... to generate some interest and get a few dozen on cam and once word of mouth spread and he got a few hundred on cam it was all gravy from there.
