Other than that, it's kind of hard to sell a "network" that receives virtually no traffic and needs to be completely redesigned. Kind of defeats the purpose of investing in a "network" when it still needs to be built from the ground up.

I agree. One advantage is that they have been online some years, which makes it a lot easier to rank high in search engines when the site is fully done, because google like old
pages. They will not end up in Google Sandbox.
