I would be willing to bet money that she's not underage.
I have been living in the Dominican Republic for 11 years and from what I've seen, there is no way the authorities here would miss a chance to drag some foreigners over the coals for shooting an underage girl.
True, sexual exploitation of minors and women in general is out of control here, and it's not uncommon to come across 17 year old's with several kids, but these Dominicans would never miss a chance to blame it on the gringos if they had any chance of filing a complaint.
She's not 19.
