There are many of gay clubs where these people can do everything they want, but most of people don't want to see their parades (perhaps because most men are still straight there in Russia as opposed to the EU ) The ban on parades was made to prevent the attacks on gays. And you are wrong about police. If you browse youtube, you'll see that they just pulling off the gays from furious crowd. Otherwise they could be teared to pieces.
