I personally don't give a rats ass about the GPS usage, whether it's a planted device or my cell. If it's my cell integrated GPS and I dial 911 then I WANT them to know my geo location.
If you really want to worry about something then be concerned about the infrared heat sensors that nearly every fire department has. Most cities, towns, communities have NO restriction on their use. So the local patrolmen can pop by the fire station and request a ride-a-long at any time.
