I have a problem with allowing the government agent to enter private property w/o warrant or emergency circumstance.

But putting a GPS on a car and following it..I do not have a problem with that. There is no expectation of privacy on a GOVERNMENT funded public road. If you want privacy when driving a car, drive on a PRIVATE road.
