That doesn't mean Google should block those sites. Actually if you type just the name of the site, first result usually is the site itself (because Google usually works), it's when you add something else ("p2p", "warez" and so on) that you find those sites.... because google works (usually).
I agree though, website owners should spend more time fighting those sites, but not only asking google to remove the site, also asking hosting companies to shut them down (and they do)
