Sounds great, and may very well be the case.

However, this could be a situation in which ePassporte knows it won't be able to comply with VISA's requirements and related banking regulations / laws while maintaining its existing business model...

Without the virtual visa / cards, ePassporte is of limited usefulness to many ... bank wires are expensive while ACH / bank transfers take days verses the ease of popping in an ATM card and getting cash out right away.
