You see, according to epass: eppasportlandia is left of the screen, the bank with your money for beer and hookers is on the right , across the bridge. you see this mighty pirate, that is you..and that troll who keeps you from getting the money is visa (or Mallick according to some here). He does not own or have actual control of the funds, he just doesn't allow you to cross the bridge. and yes, you are right, something is "fishing" here because if i remember it correctly you have to give a fish to this troll to get a pass...
