If that turns out to be the situation with ePassporte, that's not great news, but not bad news either, because it means many would eventually get all their funds back.

However, many users of ePassporte are located in countries which have limited banking options and/or were engaged in activities that raise red flags in the post-911 era...

Bottom line is, even if all funds are eventually released, many who have no banking relationship and/or can't / won't provide sufficient personal documentation (government photo ID, verifiable street address, etc) will likely never get paid.
