How is it difficult to determine how much each account holder is owed..and why is this "issue" related to Visa?

Didnt Visa say epassporte and the st kitss bank have the funds?

is "Visas Processor" as you put it the Bank in St Kitts? ...

If thats the Case..does that mean the Bank in St Kitts is holdiing all the funds ?

And if thats the case...PLease Explain why the Bank in St Kitts is not giving epassport access to the money?
