I'm sure it is not 100%. It is, and this is only a guess, probably roughly equal to the amount that cardholders can take out (by ATM, card transaction and virtual visa use) over a set period of time. Lowering daily limits a few weeks ago very well could have been an attempt to lower the amount they need to keep on deposit with SKNA because of liquidity problems.
