two very important things are being overlooked here .... the bank(s) used and Visa!
The card associations (in this case Visa) have stringent regulations. The banks are obligated to adhere to those regulations or risk having assets frozen and their card usage (be it V or MC) pulled altogether.
Some banks take those regulations more seriously than others and the processors utilizing said banks KNOW exactly how well (or not) that bank is following the regs.
This is no happenstance - anyone who knows the banking / MA industry knows certain banks are volatile .. it's a simple fact.
It isn't the first time Visa smacked those banks and it won't be the last ... I'm just sayin
