If the bank shut them down, if their bank asked visa to shut them down, obviously they now have an issue with visa. Visa doesn't just say "oh ok you want us to shut them down, no prob." If it was just a bank problem they should be up and running with another bank by now. It is silly to say its one or the other when the bank and visa work hand in hand to process money.

Visa international doesn't need any reason at all ...
St. Kitts bank is their merchant bank and when their merchant wants to suspend cards x to y then visa international will do that ... And they won't ask any questions at all.
So this is NOT a visa international problem.
This is a problem between epassporte and St. Kitts bank.
