Yes -- depending on how many rounds of this you have submitted comments for, you might have done it several times previously. Every time ICM's proposal comes back up for consideration, be it after a revision to the contract or for any other reason, there's typically a new round of public comment to go along with that new round of consideration.

My sense is that ICANN will only really consider comments that pertain to the current, operative draft of the proposed contract; as such, it really is important to review the list of concerns provided by FSC and focus your comment on those areas. (Assuming you are against .XXX, that is.)

If you are FOR .XXX on the other hand.... well, according to ICM's statements about the status of .XXX, you needn't say anything at all about the current draft of the contract. After all, they've already demonstrated that they have the community's support, and it's all a "done deal".... right?
