If 8,000+ unique visitors (total that was sent now) haven't converted, then that's not a good program. The part that sketched me out was that 78 submits (total) were done for the program, and I got $0, which makes no sense. And their support doesn't answer, which is a red flag as well.

8000 uniques is nowhere near enough to properly gauge the performance of a program. You could make zero signups for the first 8000, then two by 8002.
Putting it another way, I think your friend can afford to send more than 0.16% of one day's traffic to test a new program.
