Selling traffic doesn't mean that it will not convert, just that the risk that it won't is passed onto the buyer. Some brokers may prefer to concentrate on their traffic business - with a consistent income - rather than hopping between sponsors constantly to figure out what converts best.

Some guys are better at converting traffic, some are better at building it. In the past year I have moved from using all the add space for myself to selling around 50% of it in prepaid deals. Does it mean my traffic is shit? no, else i wouldn't get advertisers renewing those ad spaces for almost a year already. It must mean they are making back more than what they invest, and for me it's nice secure money that i get prepaid and not having to deal with conversions etc.
It's like saying that why do people design websites for other guys instead of for themselves, or why don¡'t all content producers create their own paysites instead of selling content, or why there are (legit) SEO or SEM companies or just advertising companies in general. In this biz you need to specialize on something, you can't do it all and do it all perfectly.
Of course there are rotten apples in every sector of the biz, but it doesn't mean all them are, and Choker wouldn't still be in the biz after all those years if he was one of those (you know how many brokering companies have gone down and how many will go in the future).
