At this point I think the people with a fair amount in VV really don't care if the cards are ever restored. It is at a point, people just want their money, any way they can get it. After this amount of time, the issue is not so much how, or when but IF.
I believe the amount of time that has passed is significant. When something first happens, the bells and whistles blow and everyone runs around like chickens with their heads cut off trying to solve it. If it is a minor issues, a few days or a week later they are back on their feet ready to go. Once 2, 3, 4 weeks pass and not only are things not restored, but you are not getting progress reports etc. you begin to understand that there is a good chance the issues will never be resolved. Meetings are no longer all day every day but become "have your lawyers hit up my lawyers" and well then it becomes months, even years or never.
