To add pressure to the situation, I would also suggest that your local counsel make a formal demand for an investigation of SKNA by the St. Kitts Financial Regulatory Agency and by VISA International for violation of VISA Rules/Regulations/By-laws concerning the appropriate administration of VISA card programs.
SKNA should be under the charter of VISA South/Central America region (offices in Miami). Further, SKNA is an extremely large merchant acquiring bank for adult and continuity. I would further demand that, in light of the irregularities with e-Passporte, that VISA conduct a full investigation of their licensure of SKNA both on the issuing and acquiring side.
VISA is big on "Protecting Their Brand", so perhaps adding pressure from the licensing authority (VISA) and the regulatory authority would move things along faster.
