It means that transactions are still clearing and haven't settled yet.

When you (I) use my visa at a gas station for example, the gas station places a 30-50.00 hold on it as a deposit, until 30 days (or sooner) the real amount is cleared and the hold is released.

Happens on many retail sale transactions. Imagine the number of epass VV transactions taking place this month and the number of holds/clears?

This is no big mystery and doesn't require a conspiracy.

On the other hand, I'm not saying that this is truthful reason for the delay, only that it is A REASON that he is giving us.
