It means that the bank simply took over the funds allocated to Visa accounts and is expected to provide access to them independently of epassporte. Basically, what we are looking at, is that St. Kitts-Nevis-Anguilla National Bank Limited simply created tens of thousands of new clients for itself in a "snap" (business decision?)
In short, the whole "epass is dead" thing is probably something that is blown out of proportions. It all probably comes to some internal conflict between the bank and epassporte, that's all. Who of the two did more wrong to whom would of course be nice to know, but it is a separate question and frankly, who cares...
For as long as eventually funds do not just disappear (of which there is NO evidence as of yet), everyone is in business.
