There are some other things, not mentioned yet.
1. Western companies do not offer good Russian versions of their paysites. English is not very popular among most Russian people, it's very hard for them to understand videos from reality sites, for example. Well, some specific niches could be interesting for Russians too, so maybe they would pay even for pure English version...
But...
2. All billers have very bad experience with purchases from Russia/Ukraine etc. Too many carders, frauders, scammers, cheaters etc. They just don't want to fight with chargebacks, it's much easier for them to block all Russian/Ukrainian attempts - they might lose 0.01% in customers, but they save way more really in all investigation efforts etc.
I don't tell all Russians are cheaters, there are many honest webmasters/businessmen from former USSR. But still very bad experience...
