So that's why seeing that it has a "New Paint Job" would not worry me. Also you've got to remember that the car is based in Canada so the winters may not be so kind to the paint finish either.

Not true at all. The clearcoat can be watersanded and polished back to a shine very easily.
And our 'Canadian winters' wouldn't do a thing to a paint job. its the rusting at the seams and wheel wells from the road salt that does you in.
Back when the US dollar was through the roof I was working for a company exporting hundreds of vehicles a week to the US through Buffalo. A quick search on Google doesn't show any chronic issue to justify a paint job. Personally I'd be very concerned about an 03 Mercedes that needed a complete paint job. But that's just me.
