Yea, you have "no idea why they can't reach you". It's always funny how scammers suddenly start getting icq problems, email problems, health issues...
I've been using ICQ for 10 years now, not once have i missed ICQ messages.
Also, it does not matter can he withdraw NOW. Check the thread start date. Hes scamming the guy for 10 days already.
