@WiredGuy: Any country restrictions are listed in the T&C. And yes, once the qualifying user receives the e-mail and clicks on the confirmation link, the sign-up records as a commission-earning PPES sign-up to your account. Should the user not get the e-mail, or be using the site before checking it, they can also become a commission-earning PPES sign-up by updating their account information. But they do not have to do both to be paid out.
