In Europe, Spain is an obvious choice, but taxes and social insurance payments are high. I notice there seem to be a lot of Spain based webmasters here.
The Czech Republic has 15% tax but gets extremely cold in winter.

In your place i would make a balance , cause weather conditions are very important to me also.
Been for example in Greece for the summer , and in United Arabic Emirates for the winter, when the lowest temperature there is like 25 degrees sounds like a perfect combination.
