I think Payoneer does this hold because money can be pulled back out until it settles in 2 days and perhaps they use the $3 to build up a reserve so if things start going backwards, the $3 can pay it over time, and once there is a nice reserve, they can't spend da mon-nay!
So currently paxum is making me happier.

Ya. We officially canceled our payoneer integration due to too many hiccups on getting started. We figured if that was our experience just to get set up, it might not be any better once we and our webmasters are set up.
