I don't think the mother is telling the whole story. Stupid reason to bring her daughter to the station and what reason could she possibly have to run when the police tell her to stop.
My guess is that the mother brought her there because she was a danger to herself and to others and the police had to find a way to stop her. And the injury wasn't on purpose. Kind of hard to aim a taser dart and hit a small target like her head.
