I never understood that. How are they sure nothing happens between the time they present the papers and actually start shooting?

The suggested testing dates are WITHIN 30 days of shooting. However, adult performers are able to test as frequently as they wish. I believe Belladonna has set her standard as every 7 days.
They can not do testing every day, because just as with any other lab tests, it takes time for the results to come back. Usually 24 to 48 hours, unless it is a weekend. If the test is done on Friday, results will be back by Tuesday morning, and sometimes Monday afternoon. (Which was the case with the HIV positive scare before this one - she shot on a Saturday and the director/producer didn't do what he was supposed to and make sure her test results had come back clean, as there was no time FOR her results to have come back.)
