That graph looks like bullshit, at least for placing the Jews in the middle.
Ashkanazi Jews (the majority of Jews in America and Europe) consistantly score the highest in the world. This is mirrored by their real world accomplishments :

The most plausible explanations are based on the unique social environments that Jews found themselves in for most of the last 2,000 years. For example, in Europe most being confined to cognitively challenging carreers such as finance.
It's good that a particular genetic group has such a marked superiority in IQ because it should make it easier for scientists to identify high-iq genes, and then make smart pills that will make us all more intelligent, even rednecks and Islamists (and thus more tolerant of porn etc).
